I specialize in public finance and public administration.

Over the years, I have held management positions at CABRI (Africa’s network of senior budget officials), the Gates Foundation, and the Overseas Development Institute. I’ve also worked for the governments of Germany (GIZ) and Mexico (SEDESOL), and the World Bank (PREM).

I have also done a fair bit of academic(-adjacent) work. Most recently, I was a visiting fellow and lecturer in German politics and government at the university of Potsdam, and a visiting professor and research fellow at the University of the Witwatersrand. I’ve held earlier visiting scholar positions at NYU’s Wagner School, the German Development Institute and the University of Maryland. I’m an executive education faculty member at the Harvard Kennedy School. I serve as secretary of the board of the African Economic Research Consortium.

In those different roles, I’ve had a chance to cover everything from macro-fiscal policy to procurement and performance budgeting, but I remain most interested in the role and structure of ministries of finance.

My MA in political science is from the University of Potsdam and my PhD in Government from the London School of Economics.
